How MuTindo works

A transparent chain from the data a health system already produces to verified improvement in the services people receive.

The reasoning chain

  1. ServiceWhat a facility at this level is expected to provide, from a versioned national service package.
  2. Required capabilitiesWhat each service needs: named staff cadres, equipment, medicines, power, oxygen, blood, referral transport.
  3. Observed capabilitiesWhat the latest evidence shows is actually in place, with its source and date.
  4. ConstraintThe specific requirement that is missing, and where it broke (for example: dispatched but not received).
  5. RiskA finding raised by a published rule, with its severity, the people potentially affected and the data confidence.
  6. RecommendationSpecific advice with a suggested owner level and deadline. Nothing happens until a person accepts it.
  7. Action and fundingAn accountable action with an owner, deadline and, where needed, a funding request decided by someone else.
  8. Evidence and verificationCompletion must be evidenced, then checked by someone who did not do the work.
  9. Impact and learningRecorded only when the evidence shows the problem is gone. MuTindo tracks which advice led to real improvement.

Rules, not a black box

Detection uses published rules with versions. Every finding can be traced to the rule, the records it used and the date of those records. Priority is a visible weighted score, and every factor is shown.

Where AI fits

Ask MuTindo translates a question into a retrieval of authorised evidence and explains the result. It does not invent facts, and it never makes clinical, employment, disciplinary, funding or verification decisions.

Honest about gaps

When a source stops reporting, the services that depend on it become unknown. Unknown is shown in grey on maps and counted separately in every figure.

What it needs to run

Authorised data-sharing with the source systems, a national service package for each facility level, and people at each level to decide and verify. MuTindo does not collect patient records.
